Saana is currently undertaking an evaluation of the Phase 1 of the Single Window for the Rwanda Revenue Authority project funded by TradeMark East Africa. The project launched in 2011 aims to facilitate cross-border trade by reducing the need for traders to visit multiple government agencies to obtain regulatory information, permits and trade licenses, and clearance certificates to complete import and export processes.

The evaluation, which has been commissioned by TMEA, has the goal of measuring the relevance, effectiveness, efficiency, impact, sustainability and coherence of the project. It will also seek to inform TMEA and relevant stakeholders on required improvements and provide recommendations for the Phase II of the project. The team is using a number of activities to collect and collate information including questionnaires, interviews, focus groups, desk review, analysis, and field visits to border posts in Rwanda.
